Overview
Thoǐ Cǟr Ni̋ēkēä was founded durring the early 17th century in late fall of the year 1600, by Ca̋nvé̄r Mpf̄̄ń 'Space Buble' Vúnvē Mërm Mbó̄b Vúó̄s Gābó̄y. The establishment of Thoǐ Cǟr Ni̋ēkēä was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Ca̋nvé̄r Mpf̄̄ń 'Space Buble' Vúnvē Mërm Mbó̄b Vúó̄s Gābó̄y struck deals with nearby nations and communities to establish Thoǐ Cǟr Ni̋ēkēä as a prison colony.
Thoǐ Cǟr Ni̋ēkēä was built using the conventions of Goblin durring the early 17th century. Naturaly, all settlmentss have their own look to them, and Thoǐ Cǟr Ni̋ēkēä is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Thoǐ Cǟr Ni̋ēkēä is is constructed arround a semi-circular crampt flagstone mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The city has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the city is well defended against anything short of an army. The brittle defences has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Thoǐ Cǟr Ni̋ēkēä has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Thoǐ Cǟr Ni̋ēkēä’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.

They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Thoǐ Cǟr Ni̋ēkēä's natural decorations nor waterways.
Thoǐ Cǟr Ni̋ēkēä has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Cultural Notes
Thoǐ Cǟr Ni̋ēkēä's chapel was built using a different architectural style from the rest of the town. The style used is based upon new and innovative technologies of construction and the idea that form should follow function. It was an embrace of minimalism and a rejection of ornament. The style became characterized by an emphasis on volume, asymmetrical compositions, and minimal ornamentation..

History
In time immemorial, reportedly some time during the late 2nd century the Uteri̊díhb Holt was struck by a drought when Tarn Bellandur grew too small to continue feeding Waterway Winset, which reduced the available water supply nationwide, but was especially harsh in the area arround Thoǐ Cǟr Ni̋ēkēä. As the neighboring regions had no water so spare, Thoǐ Cǟr Ni̋ēkēä lost 285 people, and 325 livestock in the disaster.. The drought lasted for 2 weeks, which are remembered as the Anguish Thirst.
